Forest land covers 51.5% of Estonia's land area and is thus an important factor in shaping the environment. A forest is a habitat for many plants and animals as well as a place for rest and relaxation. However, the forest is also the most important renewable natural resource and raw material base for the energy sector and other industries, providing work and livelihood for tens of thousands of people.

According to the Forest Act, a forest is an ecosystem consisting of forest land and the flora and fauna thereof. The Act does not define the age of the vegetation – a forest is considered forest land with both hundred-year-old forest stand or tree saplings that have just sprouted from seeds. Forests of various ages are valued differently and their values are constantly changing.

What is important about forest land is that new forest is always growing there. The reforestation obligation stems from the Forest Act.
