About the project


The Real-time economy project was initiated at the Estonian Enviornment Agency in 2023. Initially, the focus was on developing various solutions for the current packaging register (PAKIS), such as a self-service environment and X-road-based data exchange capability. The goal was to facilitate real-time transmission of packaging reporting data via a machine-to-machine interface, thereby reducing the administrative burden on businesses when submitting data.

In 2024, partly due to the waste reform, we decided to expand the scope to producer responsibility (packaging, products of conern, textiles) to ensure that data submission possibilities in producer responsibility areas (legal bases, principles, businesses, etc.) could be established on unified grounds and data could be cross-used. Creating a solution for producer responsibility secures in the future to add additional sectors.

Summary of 2023–2024 and plans for 2025

During 2023–2024, efforts focused on creating solutions for today's PAKIS system, primarily enhancing state-side capabilities: reporting on plastic carrier bags, packaging waste recovery certificates, and packaging reporting. In the summer of 2023, a procurement process was conducted to develop a REST service. As a result, a DEMO environment for PAKIS was completed along with the necessary documentation.

In 2025, we will conduct base-analysis to begin developing a new producer responsibility, ensuring the creation of a unified, automated, and data-driven business process service. During the analysis we will also assess the readiness of the enterprises and their ability to transition these solutions. Additionally, activities related to data standardization are planned, including developing relevant taxonomies and initiating a technical business analysis for the implementation of the new service.

EMAS


Due to the need to align the EMAS application process and environmental reporting with the principles of a digital state, personalized state, and data-based reporting to reduce and streamline the reporting burden for companies, including the double submission of environmental data to the state, a preliminary study was conducted from September 2024 to January 2025. The study aimed to assess how and to what extent the EMAS environmental report and application process can be transitioned to data-based and digital formats in line with the requirements of the EMAS Regulation. The preliminary study was commissioned to Skroot OÜ. The results can be found in the materials section.
