The Environmental Portal is a public web portal with a map application that compiles and publishes environmental data stored in various databases. The portal ensures access to environmental data for the public and supports the implementation of environment-related projects, preparation of plans, and decision-making.
An important part of the Environmental Portal is the map application, which allows simultaneous viewing of various environmental objects, making queries, and downloading necessary map layers for further processing in mapping software.
The Environmental Portal also provides content related to the environment and climate: explanatory and descriptive topic pages, data sources, publications, indicators and news.

Data and maps
- What information can be viewed in the application?

The Environmental Portal’s Data and maps application provides access to environmental data managed by the state. A large portion of the data currently displayed in the application comes from the Estonian Nature Information System (EELIS) — detailed descriptions can be found here: EELIS datasets (in Estonian). The application also shows hydrometeorological data, waste management site information, and objects from the fuel monitoring database.
In addition to datasets, the map application displays numerous spatial data layers. Covered areas include protected nature, including data on protected and invasive species; natural values (cultural heritage, primeval nature); hunting-related data; and extensive data on water, including both groundwater and surface water, as well as water use.

- Where can I find the Environmental register data?

On June 6, the General Part of the Environmental Code came into effect, repealing the Environmental Register Act, establishing the legal basis for the Estonian Nature Information System (EELIS), and setting the legal foundation for the Environmental Portal. The majority of the datasets previously included in the Environmental Register are now EELIS data.
This change did not affect users of the Environmental Portal, and the data remain accessible under the same conditions as before.
- Is any information in the application non-public and access restricted?

Yes, objects related to species of protection categories I and II (e.g., finding sites, permanent habitats, monitoring sites, areas with movement and hunting restrictions) have access restrictions according to legislation, and location data are not public. Access to these data is limited to users with specific permissions.
Additionally, archived and deleted status data are visible only to users with restricted access rights.
- Who is granted user rights in the application to view all data, including restricted access data, and for what purposes?

Access to datasets related to species of protection categories I and II, as well as archived data, is granted only to legal entities.
Private individuals can request information by submitting an inquiry to the email address @email. Information about species of protection categories I and II is provided only regarding their own property.
- How can one obtain user rights to view all data, including restricted access data?

User rights are granted only to registered users. To apply, log into the Environmental Portal’s map application and authenticate yourself using an ID card, Mobile-ID, or Smart-ID. Then send a request (in free form) including the reason for using the data to @email.
- In the request, please confirm that you will not distribute data or copies related to species of protection categories I and II to third parties.
Once your request is approved, you will receive a notification and gain access to the mentioned datasets upon your next login.
- What should be kept in mind when holding user rights?

When logged into the application with user rights, the user can see the locations of finding sites and permanent habitats of species in protection categories I and II on the map, as well as areas with movement and hunting restrictions related to these species.
- The user must not distribute data or copies related to species of protection categories I and II to third parties.
- The user must not use restricted access data for personal purposes.
- The user must cite the data used.
- The user must comply with the restriction in § 53(1) of the Nature Conservation Act, which prohibits public disclosure of the exact location of individuals of species in categories I and II in mass media, as well as other legal restrictions on the disclosure of information.
- How often is the data updated in the application?

Map data is updated nightly, and detailed data is updated weekly on mondays, except when there are no changes in the datasets or frequent updates are not justified. The groundwater well dataset is updated nightly.
