EELIS data is essential for activities such as spatial planning, environmental impact assessment, and nature conservation decision-making. There are several ways to use data from EELIS, depending on the user's needs and technical capabilities. 

Options for using EELIS data:

  1. Public map services (WMS/WFS)  EELIS map layers are accessible via public WMS (Web Map Service) and WFS (Web Feature Service) interfaces. These layers can be integrated into your own mapping software or service. The service is available at: https://gsavalik.envir.ee/geoserver/eelis/owsNote: Data on species in protection categories I and II, their habitats, and monitoring stations is not publicly available.
  2. Open data – EELIS open data APIs in JSON format are available through the Environmental Portal (in Estonian).
  3. KRATT – spatial data service. KRATT is a service provided by the Estonian Environment Agency that gives access to EELIS map layers in various formats. The data is updated daily. To use the service, an agreement must be signed with the Environment Agency and the user must authenticate via ID card, Mobile-ID or Smart-ID. To sign an agreement, contact the Nature Department of the Estonian Environment Agency. An organization with an agreement can request access to restricted layers via WMS/WFS services. 
  4. EELIS desktop program. If needed, an agreement can also be signed to use the EELIS desktop software, which currently runs on Windows.
  5. EELIS information page – The EELIS info page provides general overviews and summaries of certain environmental datasets. It is intended for the general public but does not include all EELIS data.
  6. Several EELIS datasets are available in the Environmental Portal (in Estonian), including protected areas, internationally significant sites, records of protected species, and legacy pollution sites. Some data, such as the exact locations of category I and II protected species, are available only to legal entities after requesting special access upon login.

How to get started? 

  • Private individuals can use the public WMS/WFS services and consult the Environmental Portal or the EELIS info page. 
  • Legal entities can sign agreements to use the KRATT service and EELIS desktop program or log into the Environmental Portal to access more detailed data. To sign an agreement, contact the Nature Department of the Estonian Environment Agency. For access to the Environmental Portal, contact customer support: @email.
